We agree with almost everything this fellow says especially that the perception of pollution may be more important than reality in this case. But he's not exactly right about places like NJ and Maryland; they have ocean outfall too. Coastal NJ has spent hundreds of millions of dollars creating more water infrastructure because of their ocean outfall pipes.
